Yeah, the LED is connected to R2. I guess the LED is why they went to a 1.1 mm pitch; there are 4 unused connectors above the LED, and the smaller pitch fits 45 in the same width as 41 on the other games.
The front of Judge Dredd's case says (c) 1995 Cinergi TM & (C) 1995 Egmont Foundation. The back has the standard (c) 1988 Tiger Electronics. It has a 2-piece PCB; the one with the die says (c) 1992, and the one with the buttons says (c) 1991. None of the parts has a date code.
Primal Rage's LCD has more connectors than normal, so I assume it's an SM512. Heavy Barrel has an 18-pin DIP on the PCB! Maybe something to help create sound effects? 18-pin DIP makes me think PIC. I just put these 2 aside for now since I have so many.

Edit- I'm not sure if there's supposed to be a segment in the bottom left corner. It sure looks like it, but I tried cleaning and repositioning the panel several times and never got anything to show up. I just noticed the reflection on the upper left corner; maybe it's cracked? I'll look at it under the microscope.
