We are constantly trying to improve on performance. But expecting 30% to increase to 100% is not realistic. The netlist subsystem (and MAME in general) do not really make use of parallel processing - for a number of good reasons to be fair.
But your core2 would not benefit from that. Running win10 with a low-performance geforce 210 has a constant resource usage as well.

I suspect it might not be running 100% on your system. Check skip.speed with F11. Not much you can do to speed it up currently, but netlist is always being improved and refined. If the game really matters a lot and your CPU isn't up to the task (my i5 3.2ghz doesn't get 100%, for instance), keeping a copy of 0.223 might be good.
I know, but according to some benchmarks, the 4790k should get equal or even slightly better single core performance (multicore is another story) than the 6700k using the same clock rate (mine is 4.8ghz)?
it might be worth adding one or more of the Sega vector games eg spcfury to your benchmarks if you haven't already, that also took quite a hit so it will be interesting to see how performance changes over time.
