Does the GSF portion of AO use bandlimited synthesis? If not, could you add it?

No, it doesn't. In fact it uses a hacked up version of the Boycott Advance source code.

Game Boy Advance sound SUCKS ASS no matter how you slice it. I think Kode54 has done some work on simple filtering, but it's just never going to sound very good. Disclaimer: I've never really used a GBA emulator or any of Kode54's VBA builds, so maybe they actually sound even worse than the real thing, as if that's possible.

It varies by game - some of them software mix at a high enough rate to be worthwhile (Castlevania: Circle of the Moon does a very credible SNES APU impersonation, complete with songs from the SNES games). Unfortunately the hardware seemingly makes no attempt at isolating the analog and digital sections so the noise floor is pretty horrific no matter what. The DS is better in that regard (and of course it has a very nice synthesizer chip) but it's still noisy - I don't think you can ever completely solve that issue in a portable.
