apple2 seems to dump into the assembler on startup instead of the splash screen.

The driver seems to have always done that - are you maybe thinking of apple2e or apple2c?

Yeah, the original Apple II did not have an Autostart ROM - it simply drops into the Monitor, and doing e.g. c600g is up to you. Later models do attempt to boot a disk automatically.
