Would it be possible to download an older version of MAME OSX ? The newest version only works on 10.4. I don't have 10.4 and probably will never have 10.4 as it costs $199 and there's no way for me to get that kind of money. I didn't see an older version section of the MAME OSX page.

As far as I know the only version you'll ever find requires 10.4. The OS has been out for years now. Go check out SDLMame.

10.4 is $199 for the Family Pack, which is a license to install it on five machines. Just one copy for one machine is $129, and if you're a student or work for a school, it's just $99 with the educational discount.

Mac OS X 10.5 (Leopard) comes out in October and the prices will be exactly the same, so if you can only afford one upgrade you may want to wait until then.
