What's more hard to emulate?
The Risc or Cisc basead processors?
Why?

In general there's no difference on that criteria. There are dead easy RISC chips (R2000/R3000) and dead easy CISC chips (6502). There are infinite difficulty RISC chips (most PowerPCs) and infinite difficulty CISC ones (386+ x86).
