http://i.imgur.com/mD9UEje.gif for a screen shot/capture. I am confused why I can't play it in my MAME v0.176 in my very old, updated 32-bit Windows XP Pro SP3 box. Clrmame Pro says its ROM files are OK? Am I missing something?  Thank you in advance.

Spy Hunter has a number of device references (15) and one of them (midssio) needs a ROM which you probably don't have!?

Well, MAME will tell you this when you try to launch it by printing a corresponding message to the console (stderr): rene@marvin:~/src/mame-git> ./mame64 spyhunt
82s123.12d NOT FOUND (tried in spyhunt midssio)
Fatal error: Required files are missing, the machine cannot be run.

I'm sure it does. You just need to start it from a "command prompt" (cmd.exe) or through a front-end that somehow logs this information to see it. QMC2 has an "emulator log" for this which keeps all messages to stdout and stderr.
