I saw this ebay post of the handheld Guttang Gottong (Locomotion) by Mattel, 1982, and Konami:

Is this the handheld in https://github.com/mamedev/mame/blob/master/src/mame/namco/rallyx.cpp ?

If so, the driver says 'Konami (Sega license)", "Guttang Gottong', but I don't see Sega mentioned on the handheld itself, and the driver doesn't mention Mattel. Also, the box says 'Guttang Gottong (Locomotion). And the box says 'Game & Digital Quartz Watch', so it should be in the game & watch driver?

There is no "Game & Watch driver", handheld drivers are grouped based on what CPU you use.

If there was one, this still would not belong there, because it would be a Game & Watch driver, not a "Game & Digital Quartz Watch" driver.

Also rallyx.cpp contains arcade games, they are on completely different hardware.
