Recently I found this so called "windows sound driver enhancer" and I feel it has improved sound quality in my old PC w/integrated audio. Is this a placebo effect or does it really improves music/sound generation.

My understanding is that ASIO4ALL simply allows apps that use ASIO to talk to the sound card (it's another API like WaveOut and DirectSound) to work when you have a card that doesn't have native support. As far as I know no emulators or games even attempt to use ASIO, only music-production stuff like Acid Pro, ProTools, Reason, and Cubase. So it's likely strictly placebo.
