I don't understand what you're asking. bilinear is very expensive. This is always a true statement.

If MESS runs the DC dashboard at around 90% with bilinear filtering off, does performance degrade dramatically once in-game? It depends on the game of course, but I was curious to see if there was much of a hit.

You've seen Naomi, you know exactly the performance characteristics to expect. The dashboard is idle-skipped and performs better than real software.
