Scrambled how? Address pins? If it's an opening book library, then you wouldn't expect opcodes in there. The cartridge label claims it’s a Chinese-English dictionary. edit: going by the somewhat tautological “英漢字典 DICTIONARY” on the top line, and the “英漢・漢英・百科字典” at the bottom, it should be an encyclopædic dictionary that can be searched for Chinese or English terms.

yeah, it's an actual dictionary, it's a 2 MB ROM, so must be banked, and there seems to be a data swap at least (since it had to be reverse engineered it's possibly just a wiring error though)
it might just be a D3/D4 line swap
I'd assumed it was a chess dictionary, but no.

Is the melody at the beginning supposed to sound like that? It sounds like it's meant to be the traditional alphabet song (i.e. Twinkle Twinkle Little Star) but playing with the pitch inverted or something.

m_beeper->set_clock(((0xff00 ^ m_beeper_freq) + 1) * step); instead of m_beeper->set_clock(((0xffff ^ m_beeper_freq) + 1) * step);
does sound more like the traditional alphabet song, but still rather off.. I'm honestly not sure (it makes 'chess' and 'reversi' sound significantly worse)

Given this is a dodgy Chinese handheld, I wouldn't guarantee the original is in tune either unless someone has video of the hardware. The unit itself seems pretty decent for the time in terms of the specs and game AI, and the Chinese translations of English terms seem OK, but the English translations for Chinese terms are rather awkward. Definitely seems to be intended for Taiwan – traditional Chinese script, not Hong Kong Cantonese.
