I don't understand what you mean with frame. If I want to align/scale the segment layer, I do it in Inkscape simply by clicking on a segment and dragging either the segment itself to align it, or the little arrows at the edges to scale it. If I want to align/scale the whole thing, I first group them together(ctrl G).
