Well if you take a look at version 0.132 of mess source you will see that only driver that used formating was Thomson. Thing is that this was kind of hack, since formatting is done by writing full track on real system, and since we still do not have full tracks stored in each format then it require a hack in order to work.
I am planning to work on this but do not have much spare time right now, but it is on TODO list
